Sarah Davies

Sarah Davies serves as General Counsel of the International Franchise Association and Executive Director of the IFA Law Center. She helped establish the Law Center in 2023 and has led it since, directing its litigation and amicus program, which defends the franchise business model in federal and state courts on joint employer liability, worker misclassification, vicarious liability, antitrust, and administrative law. She also is a member of IFA’s Government Relations team that engages in legislative and regulatory advocacy on the federal, state, and local challenges facing franchising, and supports IFA members as they navigate a shifting policy landscape.

Davies is a seasoned attorney with extensive experience in legal, regulatory, and compliance policy. Before joining IFA, she served as general counsel to national franchise brands and as counsel in the franchise practices at DLA Piper, Foley & Lardner, and Perkins Coie, among others. Her expertise includes franchise regulatory compliance, domestic and international franchise transactions, franchisor-franchisee relationship issues, global supply chain management, and mergers and acquisitions, and she has worked with both emerging and mature franchisors across the full range of policy issues facing the business model today.
