Maryland’s Franchise Fast Track Pilot Program Speeds Up Franchise Renewals

In an effort to streamline franchise registration renewals, the Maryland Securities Division (MSD) has launched a Franchise Fast Track Pilot Program—offering franchisors earlier approvals and fewer springtime bottlenecks. This announcement follows IFA advocacy for legislation introduced in the 2025 Maryland legislative session by Delegate Marc Korman.

Why It Matters

Franchisors with operations in Maryland must renew their Franchise Disclosure Document (FDD) each year. With most renewals arriving in March–May, processing delays can stall franchise sales. The Fast Track Program addresses this by creating a priority lane for early filers—helping franchisors maintain sales momentum and compliance certainty.

Key Details

  • Early Filing: Submit renewal materials by February 1 to join the Fast Track queue.
  • Standard Fee: The usual $250 renewal fee applies—no extra cost.
  • Completion Deadline: Final, audited materials are due by April 10.
  • Eligibility: Open to franchisors already registered in Maryland, in good standing, and with fiscal year-ends between Dec 24 – Jan 7.
  • Benefits: Faster approvals, predictable timelines, and reduced congestion for the Division’s reviewers.

How It Works

Early filers submit their cover letter (opting in), renewal forms, clean and blacklined FDDs, and the fee. Once audits are complete, franchisors finalize their submission by April 10 with updated financials, accountant consent, and certification pages, together with any revisions made in response to comments to the initial filing from the MSD. Missing these deadlines or making major FDD changes will revert the filing to standard review.

What It Means for Franchisors

The Fast Track option rewards early preparation. Participants gain:

  • Quicker state clearance to resume franchise sales.
  • Regulatory efficiency without added cost.

Looking Ahead

The pilot program runs through 2031 and may serve as a model for other states. For IFA members, it’s a chance to minimize renewal season dark periods to facilitate continued growth of franchising in Maryland.
