IFA CALLS FOR A RETURN TO 40-HOUR WORK WEEK IN HEALTH CARE LAW


WASHINGTON, April 2, 2014—On behalf of America’s 825,000 franchise establishments, the International Franchise Association today expressed strong support for H.R. 2575, Save American Workers Act, sponsored by Rep. Todd Young (R-IN) that would change the definition of a full-time employee in the Affordable Care Act (ACA) to 40 hours.


In a letter sent to all members of the House of Representatives today, IFA stressed that not only has the employer mandate discouraged job creation and business expansion, it has also damaged existing jobs by including a misguided statutory requirement that discarded more than a half-century of established labor policy.


“The ACA’s provision requiring employers to provide coverage to full-time employees, and defining full-time as 30-hours, will cause many employers to simply manage their part-time employees to fewer hours,” said IFA President & CEO Steve Caldeira. “Allowing employers to manage their workers to the traditional 40-hour work week will give employees more flexibility and eliminate the need to revamp longstanding employer personnel policies.”


IFA has worked closely with both Democrats and Republicans on this fix to the ACA and has long advocated for a return to the traditional 40-hours a week definition of a full-time worker, which will help franchise business owners better adjust to the ACA’s employer mandate resulting in more growth and job creation.
