IFA APPLAUDS TRUMP APPOINTMENT OF MISCIMARRA AS CHAIR OF LABOR BOARD

WASHINGTON, April 25—International Franchise Association Vice President of Federal Government Relations Michael Layman applauded President Trump’s appointment of Philip A. Miscimarra as Chairman of the National Labor Relations Board (NLRB), calling it an encouraging step for small business owners everywhere who have faced uncertainty in the wake of decisions by the NLRB.

“The expansion of the joint employer standard has curtailed job creation by franchise business owners and other small businesses, and we are encouraged by President Trump’s appointment of Phil Miscimarra to be Chairman of the NLRB,” said Layman. “For an industry that is forecasted to add 250,000 jobs to the economy in 2017 despite these challenges, smarter regulations will make the American Dream more accessible and enable small businesses to propel the whole economy forward.”

The traditional joint employer test had existed with bipartisan support for decades; yet the previous administration decided to reverse decades of precedent and settled law to change that standard.

“While this appointment is an important step by the Trump Administration to mitigate the impact of the new joint employer standard, only Congress can truly solve the web of confusion.  We are hopeful both sides of the aisle can work together to get our businesses back on track,” added Layman.

IFA will continue to support Congress’ specific efforts to overturn the joint employer standard and enact broader structural reforms that help to ensure small business have a more rational and fair legal playing field.
